These email databases come from companies who get permission from each individual to perform email address matching. You need to show a connection to each individual to qualify for address matching. Normally, you need to show that the individual is a member of your organization or is a customer of yours. For political campaigns, you can perform matching if the individual will be your constituent or is a member of your political party in your area.

Our experience has shown that a few people will always complain, but you will benefit with larger numbers of volunteers, supporters and increased name recognition. To minimize complaints, we would recommend that you limit matching to Democrats who vote in primary elections or vote in every general election.
